Storage documentation can become a weak point in a petroleum wholesale license application when it is generic, inconsistent or difficult to verify. A credible storage arrangement should be more than a letter placed in an application file. It should reflect a real commercial relationship that makes sense for the applicant’s proposed operating model.
What makes storage evidence credible?
Good storage evidence is specific to the applicant, identifies the relevant facility and legal entities, is issued or authorised by someone with proper authority, and is consistent with the business plan and distribution model.
Where storage capacity is shared, the arrangement should also be realistic in relation to the facility’s available capacity, product configuration and existing commitments.
Why generic letters create risk
A generic letter can create more questions than it answers. Regulators may need to understand who controls the depot, whether the person issuing the letter is authorised, whether the facility can handle the relevant product and whether the arrangement is genuine.
Applicants should therefore avoid treating a storage letter as a standalone compliance shortcut. It should form part of a broader, internally consistent application.
Applicant-specific documentation is stronger
Applicant-specific documentation allows the facility and applicant to describe the intended relationship accurately. It can record the legal names of the parties, location of the facility, intended products, general basis of access, applicable conditions and the fact that capacity remains subject to commercial and operational approval.
Verification matters
A credible storage arrangement should be capable of confirmation. The facility owner or authorised operator should understand the arrangement and be able to respond accurately to reasonable verification enquiries.
